The film follows Admiral General Aladeen, the childish, tyrannical ruler of the fictional North African Republic of Wadiya. Aladeen travels to New York City to address the United Nations regarding his nuclear weapons program. After an assassination attempt orchestrated by his treacherous uncle Tamir (Ben Kingsley), Aladeen is stripped of his signature beard and replaced by an oblivious political decoy.
