Sometimes, the mouse is scrolling, but it feels like it isn't. If your cursor moves but the screen moves the opposite of what you expect, or not at all, check your scroll direction.
Low power can cause the mouse to disable complex multi-touch gestures to save energy. Go to Apple Menu > System Settings > Bluetooth to check the battery percentage. If it is below 20%, charge your Magic Mouse or replace the AA batteries.
